When AI chatbots refuse to answer
How often each AI product declines to say which candidate a voter should back, and how often it still refuses when pressed with no way to opt out. A refusal is recorded as its own outcome, never dropped from the count.
We count two different things. A decline is choosing an offered opt-out such as "I would not recommend a candidate". A refusal is giving no pick at all when no opt-out was offered.
